Senator Somers Champions Senate Passage of “Broko’s Bill,” Ensuring Restitution for Municipalities Training K-9 Officers

HARTFORD, CT – In a significant legislative victory, Senator Heather Somers (R-Groton) led the passage of S.B. 339, known as “Broko’s Bill,” out of the Senate. This legislation guarantees that restitution in cases of injury or death of police animals or volunteer search and rescue dogs will be directed to the municipalities responsible for their training rather than being absorbed by court costs. This marks a pivotal shift in supporting the invaluable service of K-9 units across the state.
The bill was inspired by a heart-wrenching incident in Pawcatuck, late last year, in which Broko, a beloved Connecticut State Police dog and recipient of the state’s first K9 Medal of Valor, was tragically killed in the line of duty. Broko, in a heroic act, saved his partner’s life, showcasing the profound bond and sacrifice these animals are willing to make. “Broko’s story is a stark reminder of the bravery these animals display in the face of danger. We must ensure their well-being and honor their service, not just in words but through meaningful legislation like S.B. 339,” Senator Somers stated.
In a show of solidarity and remembrance, State Trooper First Class Gregory Fascendini, Broko’s handler, along with his new K-9 partner, Valor, joined Senator Somers in the chamber during the bill’s passage. The presence of Trooper Fascendini and Valor served as a powerful testament to the ongoing commitment of K-9 units to public safety and the deep bonds formed between officers and their canine partners.
