Senator Sampson, in the final regularly scheduled Govt. Administration & Elections Committee meeting, issues a call for committee rule changes. Prompting this opening salvo was the addition of substitute language to more than half of the 28 items on the day’s agenda, shared fewer than 24 hours prior to the meeting. Senator Sampson appealed to the sensibilities of lawmakers on both sides of the aisle, imploring that the people receive the best possible representation when their elected representatives have adequate time digest the proposed legislation in advance of committee debate.
