Sen. Kissel: New CT Judicial Branch Procedures Mark

“Step Toward Making Our Communities Safer”

Sen. John A. Kissel (R-Enfield) today applauded the Judicial Branch’s decision to implement new procedures providing police with more access to juvenile arrest record information. The new procedures provide law enforcement with the ability to secure more information when working on a detention order request for a juvenile under arrest. Police will now be able to include that information on the detention order request when it is submitted to the court for review.

“Information is critical when it comes to public safety, and this is a positive first step toward making our communities safer,” said Sen. Kissel, who serves as Ranking Senator on the legislature’s Judiciary Committee. “Strengthening Connecticut’s justice system cannot simply be a window-dressing exercise. The solutions must be substantive and comprehensive, and this is a great start in the right direction.”

Sen. Kissel commended Chief Court Administrator Patrick Carroll, Chief Administrative Judge for Juvenile Matters Bernadette Conway and the Judicial Branch for crafting the new procedures.

“But our work must continue, because as we see in the news every day, the tragedies continue,” Sen. Kissel said.  “The violence continues and the vehicle thefts continue. For repeat offenders, there must be accountability, and there must be consequences. All stakeholders and voices must be heard as we address the root causes of crime, including opportunities and support systems.  On the issues of juvenile and violent crime, I will continue to be a strong voice alongside our north-central Connecticut law enforcement officials who serve tirelessly every day to protect us.”

Sen. Kissel has participated in a bipartisan group of six state legislators exploring how state laws and policies might be changed to address repeat juvenile offenders committing car thefts and other crimes. He continues working to strengthen the state’s response to violent crimes and juvenile crimes.

The following information is from the Judicial Branch directive which is now in effect:


Police – Juvenile Information Request Protocol

Release of Juvenile and Adult Court and Case Information Protocol –

Regular Court Hours

  1. Police take a child into custody and seek an order to detain.
  2. Police will contact the Juvenile Probation Supervisor in the Juvenile Court location of jurisdiction to obtain disclosable juvenile and adult court and case information.
  3. Police will complete top section of the JD-JM-218 and email to the Juvenile Probation office.
  4. The Juvenile Probation office will complete the bottom section of the JD-J7M-218 and return to the Police.
  5. Police will include the JD-JM-218 with the Order to Detain affidavit submitted to the judge.
  6. The JD-JM-218 will only be used with the Order to Detain. Information contained in the completed JD-JM-218 shall not be further disclosed except as specifically authorized by a subsequent order of the court.

Evenings, Weekends and Holidays

  1. Police take a child into custody and seek an order to detain.
  2. Police will contact the Juvenile detention / Residential Center of jurisdiction to obtain disclosable juvenile and adult court and case information.

  4. Police will complete top section of the JD-JM-218 and email to the Juvenile Detention / Residential Center.
  5. The Juvenile Detention / Residential Center will provide the JD-JM-218 to the on-call Juvenile Probation Officer.
  6. The Juvenile Probation Officer will complete the bottom section of the JD-JM-218 and return to the originating arresting agency.
  7. Police will include the JD-JM-218 with the Order to Detain affidavit submitted to the judge.
  8. The JD-JM-218 will only be used with the Order to Detain. Information contained in the completed JD-JM-218 shall not be further disclosed except as specifically authorized by a subsequent order of the court.
