Dear Commissioner Quiros,

On behalf of the people of the 7th State Senate District, I extend heartfelt condolences to you and your department regarding the loss of Correction Officer Quentin Foster, who recently died of COVID-19.

Officer Foster was assigned to the Willard-Cybulski Correctional Institution, which is located in the 7th Senate District. A father to five children, he served our state for nine years. As you noted in your memo to DOC staff, the news of Officer Foster’s passing is a devastating message that you prayed you would never have to deliver.

Please know that the people I represent in North-Central Connecticut have a great appreciation for the service and sacrifice that all our corrections officers exhibit each and every day. We have tremendous respect for all our law enforcement officers.

Your department and Officer Foster’s family and friends are in our thoughts and prayers during this difficult time.
