About Kevin

State Senator Kevin C. Kelly represents the 21st Senatorial District which includes the towns of Monroe, Seymour, Shelton and Stratford. He currently serves as the Assistant Senate Republican Majority Leader.

Senator Kelly is the Senate Republican Co-Chair of both the Aging Committee and the Insurance and Real Estate Committee, and he also serves as the Senate Republican Vice-Chair of the Housing Committee and the Human Services Committee.

As a State Senator, Kevin is an advocate for common sense solutions to reduce government spending and create jobs for middle-class families. He prioritizes environmental stewardship and issues pertaining to Connecticut’s senior citizens.

Senator Kelly has made an impact in many substantive areas of law dealing with health insurance & hospitals, Medicaid, Aging in Place initiatives, family caregivers, school safety, and consumer protection.

As the Co-Chair of the Aging Committee, Senator Kelly works to improve the lives of seniors by strengthening elder abuse laws and improving aging in place initiatives which encourage independent living with dignity. In 2015, Senator Kelly played an important role the in passage of the CARE Act (SB 290) which requires hospitals to provide caregivers the important information and services they need to care for their loved ones at home upon discharge.

Senator Kelly also takes an active role on the Insurance and Real Estate Committee; he tirelessly works to increase the access, quality, and affordability of healthcare in Connecticut. He was central to the enactment of An Act Concerning Life Insurance Producer Licenses (SB 480) which protects insurance consumers from unethical stock brokers.

Additionally, Kevin has worked to make Connecticut a more competitive state as it relates to the captive insurance industry, and in 2016 he was recognized as a 2016 Legislative Champion by the Connecticut Captive Insurance Association.

Senator Kelly’s contributions continue to be recognized by many prestigious awards including Legislative Achievement Awards from AARP (2011, 2012, 2013, 2015 and 2016), the Connecticut Association of Optometrists Legislative Award (2013), the Advocate of School Nursing Award (2013) and the Radiological Society of Connecticut’s Outstanding Commitment to Quality Health Care and Patient Access Award (2012).

In 2015 Senator Kelly received state and national recognition as one of the AARP Capitol Caregivers for his leadership on behalf of family caregivers, the Bridgeport Regional Business Council (BRBC) Regional Legislator Impact Award for being a consistent voice for a pro jobs agenda and Connecticut League of Conservation Voters Legislative Leader in recognition of supporting key environmental issues.

Active in his community, Senator Kelly serves as a member of the Stratford Republican Town Committee. He is also the Director Emeritus of the Southwest Connecticut Agency on Aging, and is a board member of the South Central Visiting Nurse Association.

Senator Kelly earned his bachelor’s degree at Assumption College (B.A. 1982), his master’s degree at Fairfield University (M.A. 1985), and his law degree from the University of Connecticut School Of Law (J.D. 1997).

Senator Kevin Kelly is the owner of Kevin Kelly & Associates, PC; a Stratford law firm. He resides in Stratford with his wife Cindy. Their family includes four children and five grandchildren.
