Even the Hartford Business Journal Agrees That Tolls Are a Tax

Did you see this editorial in the Hartford Business Journal?

It echoes what I have been saying: Tolls are a tax on lower- and middle-income residents with the least ability to pay.

It also says that transparency about toll locations, costs, type, and frequency must be part of any proposal.
