Punishing Success

Woodbury First Selectman William J. Butterly’s recent plea is one not often enough heard in Connecticut.

Mr. Butterly supervises a town that manages its money well – the 2017-18 budget, which took effect July 1, has a surplus of nearly $4 million – and he’s afraid the incompetent money managers at the Capitol will raid the budgets of Woodbury and other municipalities that have handled their cash flow responsibly.

“Coveting small towns’ funds is, at best, a one-shot deal,” he said during a Connecticut Conference of Municipalities video event last week. “Once it’s gone, it’s gone, and there will be no more money for them to tap into next year.”

Sadly, Mr. Butterly and his town are merely the latest victims of Connecticut state government’s toxic hobby of punishing success – whether through “soak-the-rich” tax policies, or political rhetoric targeting wealthy individuals and profitable businesses.

And Gov. Dannel P. Malloy’s veto Thursday of the Republican budget passed by the House and Senate two weeks ago reveals that the habit of punishing success at every level will not disappear easily.
